Man accused of stealing camper caught in Norwich

NORWICH – The New York State Police have charged a man who they say stole a camper a few months ago and has been on the run since.
According to New York State Troop C Public Information Officer Aga Dembinska, a traffic stop in the Town of Norwich led to the arrest of a man wanted for stealing a camper from Otsego County in October then abandoning it in Binghamton.
Dembinska said the man was arrested after walking into a State Police barracks with a warrant.
Clint D. Payne, 46, of Beaver, PA was charged with third-degree grand larceny, third-degree criminal possession of a stolen property, and seventh-degree criminal possession of a controlled substance.
Police released information about the arrest late last week, and said the incident occurred on November 20.
“On November 20, Payne came to the SP Norwich barracks inquiring about another matter but when he drove off on State Highway 12, the trooper observed that Payne’s vehicle had multiple vehicle and traffic infractions,” said Dembinska. “A traffic stop was initiated, and the trooper discovered that Payne was wanted for a warrant out of SP Oneonta for Grand Larceny.”
“Additionally, Payne was found in possession of suspected methamphetamine.”
Debinska said Payne was arrested and issued an appearance ticket for seventh-degree criminal possession of a controlled substance, and was scheduled to appear in the Norwich Town Court on December 3. She said Payne was then turned over to troopers from SP Oneonta.
“Investigators from the Bureau of Criminal Investigation in Oneonta had a warrant for Payne’s arrest after they developed information that he had stolen a camper in the town of Owego sometime in late October,” she added. “The camper was reported stolen from Abundant Self Storage on County Road 48 in the town of Otego on October 31.”
“On November 1, the camper was located in a parking lot behind an auto parts store on Robinson Street in the city of Binghamton.”
Dembinska said Payne was processed at SP Oneonta then transported to Otsego County Central Arraignment and Processing.
She said Payne was later turned over to patrols from SP Binghamton to be processed on another warrant for criminal possession of stolen property.
He was processed then transported to Broome County Central Arraignment and Processing.
