Five indicted for felonies in Chenango County
CHENANGO COUNTY – Five individuals were indicted on felony charges in unrelated cases, including rape, an alleged threat to blow up the Chenango County Courthouse, and the beating of a police officer.
Timothy W. Potter Jr. was indicted with predatory sexual assault against a child, a class A felony, first-degree rape, a class B felony, and second-degree rape, a class D felony.
Potter’s indictment states that between November 2018 and February 2019, in the Town of Norwich, Potter raped a victim under the age of 13.
Russell J. Hyer was indicted for making a terroristic threat, a class D felony.
Hyer’s indictment states that on October 23, 2020 and October 28, 2020, Hyer made a terroristic threat with the intent to intimidate or coerce a civilian population, influence the policy of a unit of government by intimidation or coercion, or affect the conduct of a unit of government by murder, assassination or kidnapping.
It states that Hyer left voicemails with the New York State Attorney General’s Office threatening to blow up the Chenango County Courthouse with dynamite.
Seymour C. Shaver was indicted for assault on a police officer, a class C felony, second-degree assault, a class D felony, and resisting arrest, a class A misdemeanor.
According to the indictment, at approximately 8:26 p.m. on January 4, 2021, in the area of Balsam Tyler Road in the Town of Pharsalia, Shaver struck a Chenango County Sheriff’s Deputy several times in the face with a closed fist causing serious physical injury.
The indictment states the deputy received treatment for multiple fractures to his left orbital socket, a herniated cervical disc in their neck, and a fracture to his Styloid Process Temporal bone which led to severe pain and nerve damage.
Brandon J. Hannah was indicted for second-degree strangulation, a class D felony.
On December 7, 2020, while in the City of Norwich, Hannah allegedly placed his hands around the victim’s neck for approximately a minute causing stupor, loss of
Travis A. Bell was indicted for third-degree criminal mischief, a class E felony.
According to the indictment, on October 16, 2020 Bell caused approximately $300 worth of damage in a cell at the Chenango County Correctional Facility by damaging a sprinkler system, a mattress, bed sheets, and books within.
