Man who shot pistol at an occupied vehicle faces indictment

CHENANGO COUNTY – Four individuals are facing indictments for crimes including firing a 9mm pistol through another person’s rear window, assaulting children, robbing a person using a knife, and kidnapping.

Delos E. Decker III was charged with second-degree criminal possession of a weapon, a class C felony, first-degree reckless endangerment, a class D felony, and third-degree criminal mischief, a class E felony.

According to his indictment, at approximately 5:57 p.m. on March 19, 2021 while in the intersection of County Road 30 and State Highway 41 in the Town of Afton, Decker fired a Sig Sauer P365 9mm caliber semi-automatic pistol into the rear window of an occupied 2000 Chevrolet Tahoe.

The indictment states that the bullet entered through the rear window of the vehicle, passed by the victim’s head, and out through the front windshield causing approximately $859.33 worth of damage and grave risk of death.

Ethan A. Monroe was indicted on charges including two counts of second-degree assault, class D felonies, and third-degree assault, a class A misdemeanor.

According to his indictment, on several dates between November 28, 2020 and December 9, 2020 while in the Town of McDonough Monroe is accused of assaulting a two-year-old.

The indictment states that Monroe hurt a two-year-old by picking them up by the hair, which caused it to be pulled out, threw the victim into the corner of a cabinet, causing the victim to strike their head against it which led to a laceration, repeatedly slammed the victim against a toilet seat causing bruising to their buttocks and legs, and then picked them up by the throat and choked them.

On dates between November 20, 2020 and December 10, 2020 Monroe is accused of assaulting a six-year-old victim by throwing them around by their hair, striking the victim with his hands on the head and face causing bruising, hitting them with a “big metal spoon” causing bruising, and shoving the victim into a corner.

Monroe also allegedly assaulted another victim by striking them repeatedly causing numerous bruises on their body.

Carl M. Voorhis-Cook was indicted on charges including second-degree kidnapping, a class B felony, first-degree criminal contempt, a class E felony, third-degree assault, a class A misdemeanor, and criminal obstruction of breathing or blood circulation, a class A misdemeanor.
