NORWICH — Development Chenango Corporation (DCC) reminds downtown business owners time is of the essence to submit applications for the grant reimbursement program.

The DCC was awarded a $600,000 grant as part of the Downtown Revitalization Initiative (DRI) specifically for the Downtown Norwich Small Project Grant Fund.

Commerce Chenango President and CEO Salvatore Testani said he believes there is a lack of awareness as no applications have yet been received. He said the deadline for submission is November 15.

The purpose of the grant is to stimulate investment in properties in downtown Norwich as well as revitalize mixed-use commercial areas allowing property owners to improve their buildings or engage in transformational projects.

According to the grant guidelines, commercial property owners in the Downtown targeted area of DRI can apply for matching funds with a maximum of $100,000 for their building renovation costs. The proposed work will be reviewed and approved by the Local Planning Committee (LPC), NYS Historic Preservation Office, NYS Homes and Community Renewal (HCR), and NYS.

This program is designed for all work to be completed and paid for prior to receiving the reimbursement grant. Projects will be inspected and copies of paid invoices and checks must be provided. No cash payments will be allowed for reimbursement.

The minimum match requirement for private awardees is 50% of the total cost of the project. The minimum match for non-profit awardees is 25% of the total cost of the project. About $350,000 of the funding will be used for building renovations.

This process is competitive and all completed applications must include the application fee of $250. Submissions will be reviewed by a local selection committee.
