Guatemalan man arrested in Norwich on child sexual abuse charges

NORWICH - A two-month investigation into allegations of child abuse and sexual abuse in the City of Norwich led to the arrest of a 33-year-old man Thursday morning, according to the Norwich Police Department.

Rolando Q. Antonio, of Guatemala, was taken into custody around 8:45 a.m. at a residence in Norwich. He is charged with first-degree sexual abuse, a Class D felony, and forcible touching, a Class A misdemeanor. Police confirmed Antonio was not a U.S. citizen and is not in the country legally. Federal immigration officials were automatically notified of his arrest.

According to police, the allegations stem from an incident in April 2025 in which Antonio is accused of sexually abusing a 3-year-old child within the city.

Officers and detectives from the Norwich City Police Department, along with members of the New York State Police, arrested Rolando. “My heart goes out to the victim and their family. I hope this arrest provides some measure of justice for them,” said Norwich Police Chief Reuben Roach.

“These cases are complex and require the involvement of multiple agencies, including our local Child Advocacy Center, the New York State Police Crime Lab for DNA analysis, and interpreters from the New York State Police,” said Roach.

Antonio was arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility on $20,000 bail.

A court appearance is scheduled for a later date. Police said the investigation remains ongoing and additional charges are anticipated.

All charges are allegations, and defendants are presumed innocent until proven guilty in a court of law.
