NPD: Uninvited sex offender attends gathering and molests 10-year-old

NORWICH – Following an investigation that began this summer, on November 10 the City of Norwich Police Department charged a convicted sex offender for the sexual abuse of a 10-year-old child.


Norwich Police Chief Scott Burlison reported that Donald R. Hults, 61, of Syracuse, is a Level 3 New York State sex offender, which is the highest risk level for re-offense.


The investigation began after police received a complaint that Hults had allegedly arrived uninvited at a July 4th gathering in the City of Norwich where he knew nobody in attendance, and inappropriately touched a 10-year-old child.


Detectives from the City of Norwich Police Department’s Criminal Investigation Division worked diligently to identify and locate Hults.

With the assistance of the Onondaga County Sheriff’s Office, Hults was located in Syracuse, where he was interviewed by Norwich Police detectives, and subsequently taken into custody.


Hults is charged with two counts of 1st degree sexual abuse, Class D felonies; forcible touching, and endangering the welfare of a child, both Class A misdemeanors.


He was arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility without bail.


He is scheduled to appear in City of Norwich Court at a later date. Burlison said Hult was being held without bail due to his two prior felony convictions.


The Norwich Police Department extended its appreciation to the Onondaga County Sheriff’s Office for their assistance in this case.
