County DPW opens bids for third cell at Pharsalia landfill
PHARSALIA – Chenango County public works officials opened bids Tuesday for a third, 3-acre deep cell at the Pharsalia landfill, now in operation for 13 years.
For general construction, Marcy Excavation Inc. of Utica had the low bid of $2,310,000. Other bidders were Vacri Construction, Inc. of Binghamton at $2,340,000 and Zoladz Construction, Inc. of Alden at $2,692,924.
Four bids for electrical construction were received, with Sherburne-based Bagnall Electric, Inc. coming in the lowest at $48,770. Nelcord Electric, Inc. of Endwell bid $58,900; Vacri Construction, Inc. bid $66,500; and Blanding Electric, Inc. of Vestal, $73,815.
No bids were received for heating and ventilation. Public Works Director Randy Gibbon said the two low bidders would be asked to contract out for that portion of the project.
Marcy Excavation previously built Cell 2 at the county’s main landfill in 2000. Bagnall has completed electrical projects for Cell 1 and Cell 2.
The expansion is projected to cost about $2.5 million, including engineering. Gibbon said construction is scheduled to begin in May and hoped to be completed by September, weather permitting.
The new cell should handle the county's waste disposal needs for another seven years. Cell 2 has lasted seven years and has another year to go.
The county also operates landfill transfer stations in North Norwich and Brisben.
At $55 a ton to unload garbage, Gibbon said the Pharsalia landfill costs less than Madison County’s landfill at $65 a ton but more than Broome County’s which charges $40 a ton. The Delaware County landfill is free, but residents pay for the service via taxes.
