Earlville hopes to secure housing rehab grant
EARLVILLE – Mayor Toni Campbell said there is “a strong likelihood” that the village could recieve a $400,000 state grant for improvements to village homes next year.
Village officials are in the application process for a Community Development Block Grant Program administered through New York State Office for Small Cities. The program provides federal funds to eligible cities, towns or villages to aid low to moderate income individuals and targets cities, towns or villages with populations of 50,000 or less.

Village Clerk Christian Vischi said homes on North Main Street and Preston Street have been targeted for rehabilitation. The grant would allow for repairs to foundations or new septic systems, heating units, siding or windows. The grant could not be used for cosmetic reason.
“We’re estimating that the average cost to rehabilitate a home would be between $20,000 to $25,000,” Vischi said. The village board has been working with Mark Taub of the Partnership for Community Development in Hamilton to identify properties in the target area that could be helped by the grant funding. The application requires that 17 to 20 homes be included.
Home owners in the area must meet income eligibility requirements in order to participate. The guidelines stipulate a net income of $33,300 or less for a single person, $38,100 for a family of two and $42,850 for a family of three. The available funding continues depending on household size.
In order to be eligible for the grant, village officials must conduct two public hearings. The first hearing was held earlier in the year. The second will be at 7 p.m. March 13 at the Village Office. Village officials will be available to answer questions and let people know about the program.
Earlville will have until April 21 to complete the application process. The announcement of the award will occur in the fall, and funding should be sent by Jan. 1, 2009. If received, construction could begin the following spring.
