Sheldon Street residents waiting on animal ordinance

NORWICH – The City of Norwich still has no official ordinance barring city residents from keeping farm animals, and residents on Sheldon Street in Norwich want to know how long it will be before one is enacted.
The city has been working to create a farm animal ordinance for several months, but it has yet to be adopted. During that time, Sheldon Street has seen an array of new neighbors, including goats, sheep, cows and now a flock of chickens.
A Sheldon Street resident attended a meeting of the Common Council on Tuesday to ask where the city was in the process of enacting the ordinance. “We’re getting onto another year, and I’m just wondering where you are in the process of getting an ordinance to eliminate barn yard animals in the city,” the resident said.
Mayor Joseph Maiurano said while the city was working on the ordinance, the situation seemed to be pretty much under control. The Sheldon Street resident disagreed, explaining that while the cows, goats and sheep had gone, they had been replaced by a flock of chickens.
According to city officials, the ordinance was submitted to City Attorney Patrick Flanagan, who made comments on the proposed ordinance and passed it along to City Code Enforcement Officer Jason Lawrence.
“There is a lot to be considered here. The lawyer had to review it, now Jason will have to make revisions and then the lawyer will look at it again before we take action,” said First Ward Alderman Robert Carey.
During the Ward Reports, Fifth Ward Alderman Paul Laughlin, whose ward encompasses Sheldon Street, said the only outstanding issue in ward five is the animal issue. Council members have said the animal ordinance is a tricky situation because the Chenango County Fairgrounds lies within the city limits, and exceptions need to be made for that area.
“The fairgrounds have always been exempt,” Laughlin said. “It seems like you’re dragging your feet now. You people never know. You may end up with a flock of chickens in your backyard tomorrow,” Laughlin said.
In order to pass an ordinance, the city will have to hold a public hearing and then vote to adopt the proposed ordinance. No timeline for that action has been determined.
